INDONESIA: Five contractors have been prequalified to bid for Pertamina Hulu Energi West Madura Offshore's (PHE WMO) EPC tender for the KE-40 platform refurbishment and repair project. They are: Guna Nusa Utama, PT Pal, PT Meindo Ulang Indah, PT Adiguna and PT Reka Patria Ekaguna (PT Raga Perkasa Ekaguna or RPE). The scope of the work is expected to include structural, piping and general refurbishments and repairs to the platform that was damaged in a collision with a vessel passing by. The tender will be bid under an EPCC (engineering, procurement, construction and commissioning) baisis and its TNI (transportation and installation) work scope will fall under a separate contract package.
ODS-Petrodata says: The operator will also build a new jacket for the platform, and the refurbished deck will be re-installed on the new jacket. It is unclear whether a separate tender will be called for the new jacket, or it will be incorporated into the current tender. The resurrected KE-40 platform is expected to be operational some time in 2012.
Contracting
MYANMAR: PT Guna Nusa has submitted a bid for Total E&P's EPCC-1 tender package for upgrade and modification works on the Yadan gas project in the Andaman Sea. India-based Larsen & Toubro had earlier indicated its intention to bid. Potential bidders could include Malaysian fabricators including Kencana HL. The modification work under the scope of the main EPCC-1 contract package will include the refurbishment of the existing living quarters module, which will be incorporated into the new 36-person four-legged living quarters platform. Other scope includes a module support frame, a new jacket for a tripod flare tower and the bridge.
Field Development
INDONESIA: Hess has agreed to farm into the Kofiau production sharing contract (PSC) offshore West Papua, Indonesia. Under the agreement, Niko Resources will operate the PSC with a 57.5 per cent share, while its new partner Hess will hold the remaining 42.5 per cent participating interest. Niko will drill several wells on the block as part of its deepwater drilling campaign set to begin in 2012. The deepwater Kofiau block was awarded in May 2009.
VIETNAM: First oil is expected by end-September from the Premier Oil-operated Chim Sao field, located in the Nam Con Son Basin's block 12W. The field's development includes one wellhead platform tied back to FPSO Lewek Emas, several subsea pipelines, an umbilical and PLEMs. FPSO Lewek Emas will be servicing Chim Sao for six years, with six renewable one-year extension options. Operator Premier Oil owns a 53.125 per cent equity stake in Chim Sao, with partners Santos (31.875 per cent) and PetroVietnam (15 per cent) holding the field's remaining shares.
THAILAND: PTT has placed its 24-in offshore gas distribution pipeline at Platong back in service. Repairs on the pipeline have concluded and it promptly resumed operation on September 9. Earlier, Platong's 34-in first natural gas transmission pipeline resumed operation in mid-August, following the end of repair works on it. With both pipelines back in service, PTT expects the natural gas transmission network to reach its normal operating capacity of approximately 4,400 MMscf/d. In June, a gas leakage was detected between the connected area of the 34-in main pipeline and 24-in distribution pipeline from the gas field.
Vessels
MALAYSIA/MYANMAR: Derrick pipelay barge LTS 3000 continues to perform installation work at Malaysia's marginal Berantai field. Works in progress include installation of one wellhead platform and a mooring buoy for the field's floating facility, East Fortune FPSO. This barge will remain at Berantai until the third week of September. LTS 3000 will then sail to Myanmar's Yetagun field, where it will install a compression platform over approximately 20 days beginning September 27. Thereafter, TL Offshore may opt to send LTS 3000 back to Berantai, where it would undertake installation works under this field's second development phase. The vessel's proposed Berantai Phase II work scope includes subsea tie-in works, installation of mooring chains and piles for East Fortune FPSO. These works will take place between late October and mid-December.
CHINA: Work barge Bin Hai 108 and pipelay barge Bin Hai 109 continue to ply the Bohai Bay for short-term work. They are presently taking on brief jobs and will remain in the area for a while. Both vessels were previously carrying out installation and minor repair works at Jinzhou oil fields.
CHINA: Derrick barge Nan Tian Long (NTL 900) continues to stay at Guangzhou, China for repairs and maintenance. The vessel has remained in yard since returning to owner Guangzhou Salvage in early May. Nan Tian Long is available for immediate work.
INTERNATIONAL: The delivery of Boskalis' new dynamically positioned fallpipe vessel Rockpiper has been postponed to the beginning of 2012. The vessel, which was initially slated to deliver in the second half of 2011, has already been commissioned in Keppel Singmarine's yards in Singapore on July 15, 2011.
Accommodation
INDONESIA: Total E&P has cancelled a tender for provision of an accommodation barge in which two contractors were technically qualified. PT Rig Tenders offering Kaspadu-1 and PT Pelangi Offshore with an unnamed vessel were the two that remained in the first-stage technical bid. The operator had tendered for a unit with an anticipated charter duration of three years, which was originally scheduled for commencement in March 2011.
The operator has not made any move with regards to a retender since the tender was cancelled.
INDONESIA: PT Rig Tenders' accommodation barge Kaspadu-1 is expected to arrive on location this week to commence a charter with Pertamina Hulu Energi ONWJ. The 180-bed unit will be supporting construction works for the APN Greenfield expansion project in Offshore North West Java acreage in the Java Sea. The contract will cover a duration of one year plus one-year option.
INDONESIA: CNOOC SES has invited expressions of interest for provision of an accommodation barge to support its operation in the central business unit area, offshore southeast Sumatra. Registration is open from September 13 until September 16. The operator requires an accommodation barge for 282 people for a duration of six years, commencing on September 14, 2012. It is understood the tender is intended for the renewal of the incumbent PT Rig Tenders' barge Duta-7, whose 10-year charter with the operator is due to expire in the third quarter 2012.
Corporate
INTERNATIONAL: Technip and Global Industries have signed a merger agreement that will be completed in early 2012. Under its terms, Technip will pay in cash USD 1.073 billion, including about USD 136 million of net debt to acquire 100 per cent of Global's equity at USD 8 per share. Technip will gain control of Global's 14 vessels, including two newbuild derrick pipelay barges, Global 1200 and Global 1201. Technip's own fleet size will expand by 70 per cent, from 20 to 34 vessels. Technip also gains Global's established presence in the Middle East and the Gulf of Mexico. It hopes to leverage Global's transnational operations and asset base to solidly establish Technip in the subsea services market.
